- 1/2 medium green cabbage (11 to 12 ounces)
- 1 medium red bell pepper (about 8 ounces)
- 3 large carrots (about 6 ounces)
- 3 tablespoons olive oil
- 1/2 teaspoon kosher salt
- 2 tablespoons soy sauce
- 1 tablespoon Sriracha hot sauce
- 2 teaspoons toasted sesame oil
- 1/2 teaspoon ground white pepper
- 3 medium scallions
- 2 tablespoons water
- 1 tablespoon cornstarch
- 5 to 6 cupss neutral oil, such as vegetable oil, for deep frying
