- 1/2 cup fennel , chopped (about 1/2 of 1 large bulb)
- 1/2 cup red bell pepper , chopped
- 1/2 cup green onions , chopped, including the greens
- 1/4 cup packed fresh tarragon leaves, chopped
- 2 teaspoons cider vinegar
- Salt and pepper , to taste
