- 2 1/2 pounds chuck roast , cut into 2-inch cubes (trimmed of excess fat)
- 1 teaspoon kosher salt
- 1/4 teaspoon freshly ground black pepper
- 2 cups cake flour
- 2 teaspoons baking powder
- 1 teaspoon salt
- 3/4 cup milk
