- 2 pounds salted dried cod (or alternatively, skinless boneless frozen cod fillets, thawed)

- 2 pounds russet potatoes, peeled and cut into 1-inch chunks (see Cook's Note)

- 3 tablespoons olive oil
- 1 yellow onion, quartered and thinly sliced
- 4 cloves garlic, minced
- 1 lemon
- 4 tablespoons (1/2 stick) unsalted butter, plus more for the baking dish
- 6 tablespoons all-purpose flour
- 3 cups whole milk, warm
- 3/4 to 1 1/2 teaspoons salt
- 1/2 teaspoon freshly ground black pepper
- 1/4 teaspoon freshly ground nutmeg
- 3/4 cup heavy cream
- 6 tablespoons grated Parmesan
