- 2 1/2 pounds medium shrimp, peeled, deveined, and tails removed (shells and tails reserved)

- 3 ribs celery, chopped (1 1/2 cups)
- 3 cloves garlic, plus 2 tablespoons minced
- Kosher salt and freshly ground pepper
- 3 sprigs parsley, plus more chopped for serving
- 3/4 cup unbleached all-purpose flour
- 1 green bell pepper, chopped (1 1/4 cups)
- 2 tablespoons chili powder
- 2 tablespoons Creole seasoning, such as Tony Chachere's
- One 15-ounce can tomato sauce
- 1/2 pounds lump crabmeat, drained and picked over
- 2 tablespoons extra-virgin olive oil
- 1 pound okra, cut into 3/4-inch pieces
- Steamed white rice and hot sauce, for serving
