- 1 1/2 tsp Better Than Bouillon Seasoned Vegetable Base
- 4 cups water
- 2 tsp salt
- 1/4 tsp black pepper
- 1/4 tsp cayenne pepper
- 1 cup milk
- 4 stalks green onion, sliced
