- 2 teaspoons plus 1 tablespoon sugar , divided
- 1 pound outside skirt steak , 3 to 4 inches wide and ½ to 1 inch thick, trimmed and sliced with grain into 3 equal pieces
- 1 tablespoon vegetable oil
- 8 round rice paper wrappers (8 inches in diameter)
- 1 cup fresh mint leaves
- 8 romaine lettuce leaves
- 2 Persian cucumbers , sliced thin
- 2 carrots , peeled and shredded
