Orange and Clove Basque Cheesecake

- 1 cup granulated sugar
- ½ cup packed light brown sugar
- 6 large eggs, at room temperature
- 1 ¾ cups heavy cream
- 1 tablespoon orange zest plus 2 Tbsp. fresh juice
- 1 teaspoon kosher salt
- 1 teaspoon vanilla extract
- ¾ teaspoon ground cloves
- 1 tablespoon orange liqueur, such as Triple Sec or Grand Marnier (optional)
- ¼ cup all-purpose flour
